‘Preserve the Anesthesia Care Team’ comprised of seven groups, who urge Illinois to follow guidelines of World Health Organization (WHO)
SPRINGFIELD (June 13, 2019)- In the face of growing efforts to erode anesthesia care standards, seven organizations announced today the creation of Preserve the Anesthesia Care Team (PACT), a group dedicated to maintaining a physician-led, team-based approach to providing anesthesia care to patients across Illinois.
PACT’s formation comes in response to legislative proposals like House Bill 2813 pushed by the Illinois Association of Nurse Anesthetists (IANA). Such legislation would shatter the standard of team-based care by allowing Certified Registered Nurse Anesthetists (CRNAs) to administer anesthesia without supervision from a doctor.
It is widely accepted that licensed, fully-trained anesthesiologists, physicians and dentists should administer or supervise anesthesia care.
“Anesthesia can involve life-and-death situations, and patients deserve a team to administer it safely,” said Dr. Lisa P. Solomon, a Rockford anesthesiologist and Assistant Secretary of the Illinois Society of Anesthesiologists. “Anesthesia care is surgical care, and the highest medical standards hold that a team of professionals – led by a physician – provide it.”
“Anesthesia is delivered in complex, high-risk settings where complications can arise quickly,” Solomon added. “Anesthesiologists complete at least 12 years of education and training – specific to the diagnosis and management of medical conditions and their interactions with anesthesia – before practicing.”
PACT consists of the following organizations – a list that is expected to grow as more health-care professionals, patient groups and other stakeholders become educated on the issue:
- American College of Surgeons (Metro Chicago Chapter)
- American Society of Anesthesiologists
- Illinois Dermatological Society
- Illinois Society of Anesthesiologists
- Illinois State Dental Society
- Illinois Society of Eye Physicians and Surgeons
- Illinois State Medical Society
With today’s launch, PACT will begin a statewide public education campaign aimed at communicating the importance of team-based care and dispelling myths currently being disseminated by the IANA regarding access and cost. PACT also will unveil its own website –https://pactillinois.org/– as well as social media accounts and other advocacy tools.In its 2018 report on “International Standards for a Safe Practice of Anesthesia,” the World Health Organization (WHO) stated, “Wherever and whenever possible, anesthesia should be provided, led or overseen by an anesthesiologist… When anesthesia is provided by non-anesthesiologists, these providers should be directed and supervised by anesthesiologists.”
HB 21813 implicates very serious matters with regards to patient care in Illinois. As the American College of Surgeons wrote in letter to State Rep. Anna Moeller (D-Elgin) on April 2, 2019, “Removing physicians from providing medical expertise and supervision during the administration of anesthesia would place patients at a great risk.”
